Filing a Complaint

If the university or college refuses or fails to provide effective communication access, you can file a complaint with the Department of Justice's Civil Rights Division.

Complaints about violations of Title II by units of state and local government or violations of Title III by public accommodations and commercial facilities (private businesses and non-profit service providers) should be sent to:

U.S. Department of Justice
950 Pennsylvania Avenue, NW
Civil Rights Division - Disability Rights Section
New York Avenue Building, Room 4023
Washington, DC 20530
800 - 514 - 0301 (voice)
800 - 514 - 0383 (TTY)

Another option is to file a complaint with the Department of Education's Office of Civil Rights.
